Shri Abhinav Biswas is a cybersecurity thought leader and strategic practitioner with over a decade of experience spanning embedded systems, offensive and defensive security operations, and cyber governance. His expertise has evolved from vulnerability assessments and penetration testing to advanced domains of cyber risk management, AI-integrated security frameworks, and national critical infrastructure protection.


Academically, Shri Biswas holds an M.Tech in Computing Systems and Infrastructure from BITS Pilani and a B.Tech in Computer Science & Engineering. He has also completed advanced executive programs in digital governance, digital transformation, and cyber strategy from premier institutions including the Indian School of Business (ISB), IIM Calcutta, and international defence and policy institutions. His continuous learning journey includes specialised training across cybersecurity, governance, electronic warfare, and emerging technologies.


He is currently serving as Chief Manager (Cyber Strategy Planning, Audits & Compliance) at Electronics Corporation of India Limited (ECIL), a premier public sector enterprise under the Department of Atomic Energy, Government of India. In this role, he leads the organisation's core cybersecurity program, overseeing strategy formulation, policy implementation, risk management, compliance governance, and adoption of emerging technologies to strengthen resilient and self-reliant cyber ecosystems across strategic sectors including nuclear, defence, and aerospace.


Over the course of his career at ECIL, Shri Biswas has held multiple technical and leadership roles, including Senior Technical Officer and Technical Officer, where he contributed to vulnerability assessments, incident response, security administration, and product development. His early work in secure software engineering included the development of secure communication applications with customised encryption protocols.


He has been instrumental in initiating and implementing several forward-looking cybersecurity programs, including proactive vulnerability assessment frameworks, automated incident response mechanisms, threat intelligence systems, and gamified crisis management models. His approach integrates Zero Trust architecture principles, damage limitation strategies, and security-by-design methodologies to build organisational cyber resilience.


Shri Biswas has actively contributed to the national cybersecurity ecosystem through audits and advisory engagements with sensitive government institutions, including agencies such as NPCIL and CISF. He also serves as an Advisory Council Member for the Law Enforcement CISO Council under the Telangana State Cyber Security Bureau and Cyberabad Police Commissionerate, where he provides subject matter expertise on cybersecurity strategy and governance.


He has been associated with multiple national and international platforms, including as a Chevening Cyber Security Fellow at the Defence Academy of the United Kingdom (Cranfield University), where he was selected among a distinguished cohort of global professionals. He is also an active contributor to the Internet Society (ISOC) and a Task Force Member for the Bureau of Indian Standards (BIS), contributing to multimedia security standards development.


Shri Biswas has been recognised with several prestigious honours, including the Chevening Fellowship by the Government of the United Kingdom and the "Security Leader" recognition by the Data Security Council of India (DSCI). His research work on Dark Net surveillance using honeypots received the Best Innovative Paper Award at IIT Madras. He has also been acknowledged as a leading information security practitioner in national forums.


In addition to his professional contributions, he is actively engaged in knowledge dissemination and capacity building. He regularly delivers guest lectures, participates in national and international cybersecurity forums, and promotes cyber hygiene awareness through structured training and outreach initiatives.


With a strong blend of technical depth, policy understanding, and strategic foresight, Shri Abhinav Biswas brings valuable expertise at the intersection of cybersecurity, governance, and national resilience, contributing meaningfully to safeguarding critical digital infrastructure and advancing secure digital ecosystems.
