Shri Subrat Kumar Prusty is a senior officer of the Indian Telecom Services (ITS) with over two decades of distinguished experience in telecommunications policy, digital infrastructure, innovation ecosystems, and public sector administration. He is currently serving as Deputy Director General (Technology) in the Department of Telecommunications, Government of India. Over the course of his career, Shri Prusty has held several key leadership positions across the Department of Telecommunications, TRAI, and BSNL, where he contributed significantly to telecom policy formulation, digital innovation, rural connectivity, disaster management communications, and technology-led development initiatives. He played an instrumental role in promoting emerging technologies, including 5G use cases, quantum communication concepts, and digital innovation platforms, while facilitating collaboration between government, academia, and industry. He also contributed to international ICT cooperation and standardization efforts, supporting India's participation in global initiatives. In his previous roles, Shri Prusty organised and delivered talks on digital innovation and development frameworks such as TODOLA (Total Development of Local Areas), coordinated with multiple stakeholders for technology-driven development, and contributed to initiatives relating to quantum technologies and 5G ecosystems. He monitored USO-funded projects aimed at extending telecommunications services to underserved and remote regions. He conducted several technology and innovation meets involving stakeholders from sectors such as smart cities, agriculture, industry, mining, healthcare, and education. He facilitated startup ecosystems in the telecom domain and promoted Department of Telecommunications initiatives including the Telecom Technology Development Fund and Digital Communication Innovation platforms. He also coordinated disaster response efforts, including restoration of telecom networks during cyclonic events. Shri Prusty conceptualised initiatives such as the Standard Operating System for Indian Languages (SOIL), advocated technology-enabled skill development, and contributed to national-level skill development programs. He organised stakeholder consultations, training programs, and innovation forums in collaboration with government and industry bodies. He also contributed to international cooperation in ICT, provided inputs on policy matters, and supported the establishment of institutions such as the Telecom Standards Development Society of India (TSDSI). He served as a government nominee Director on the Board of the IIM Ahmedabad Telecom Centre of Excellence and was instrumental in initiatives such as India's participation in ITU Telecom World 2015. He also conceptualised innovation programs such as IMADE (Innovation in Mobile Application Development Ecosystem). Shri Prusty holds a Master's degree in Electronics Systems and Communication Engineering from the National Institute of Technology, Rourkela, and a Bachelor's degree in Electrical Engineering from Sambalpur University. |
